The Public Utilities Commission 00:08:20.569 --> 00:08:24.019 is a state agency that regulates privately owned utilities 00:08:24.028 --> 00:08:26.980 such as Edison, among other things, the commission 00:08:26.988 --> 00:08:29.540 decides how much money Edison should be authorized 00:08:29.548 --> 00:08:32.519 to collect from its customers and the actual rates 00:08:32.529 --> 00:08:35.219 that will be included on customers bills for electric 00:08:35.229 --> 00:08:39.349 service. The public utilities commission has five commissioners 00:08:39.359 --> 00:08:41.798 who are appointed by the governor and confirmed by 00:08:41.808 --> 00:08:46.019 the State Senate Judge Cibber and I manage the day 00:08:46.029 --> 00:08:49.700 to day activities of the case. However, the five commissioners 00:08:49.710 --> 00:08:52.668 are ultimately the ones who will decide and vote on 00:08:52.678 --> 00:08:55.479 whether or not to approve Edison's request or some 00:08:55.489 --> 00:08:59.769 other amount. The application also includes capital 00:09:55.739 --> 00:09:58.869 expenditures to upgrade the electric system. Replace 00:09:58.879 --> 00:10:02.369 infrastructure address wildfire risks related to Edison's 00:10:02.379 --> 00:10:05.889 equipment improve cybersecurity among many others. 00:10:06.918 --> 00:10:09.580 It is important to note that the costs we are talking 00:10:09.590 --> 00:10:13.029 about in this application are just one part of Edison's 00:10:13.038 --> 00:10:15.700 annual operating expenses that can impact customers' 00:10:15.710 --> 00:10:18.538 rates. There are other proceedings at the commission 00:10:18.700 --> 00:10:21.340 that impact the rates that Edison ultimately charges 00:10:21.349 --> 00:10:25.038 its customers. But right now, we are here to receive 00:10:25.048 --> 00:10:27.678 comments from the public regarding Edison's request 00:10:27.690 --> 00:10:30.820 to increase revenues. It collects from customers by 00:10:30.830 --> 00:10:36.119 $1.895 billion in 2025 and additional increases of 00:10:36.129 --> 00:10:44.558 $619 million in 2026 $664 million in 2027 and $705 00:10:44.570 --> 00:10:49.849 million in 2028. The impact that such a revenue increase 00:10:49.859 --> 00:10:53.200 would have on customers' bills will vary and depend 00:10:53.210 --> 00:10:56.090 on many factors such as how much energy a customer 00:10:56.099 --> 00:11:00.029 uses. I would like to know how that compares amongst 00:15:43.869 --> 00:15:47.840 all the other states. And what is the commission doing 00:15:48.048 --> 00:15:51.479 to rein in extraordinary costs? Because I believe that's 00:15:51.489 --> 00:15:55.418 going to be about the highest in the nation. And I'm finding it very difficult 00:18:01.750 --> 00:18:07.039 with everything else that has increased, not just our 00:18:07.049 --> 00:18:14.358 utilities. So the fact that we have other ways that 00:18:14.368 --> 00:18:19.598 we need to save and we can't do it as long as 00:18:19.608 --> 00:18:26.848 the state keeps giving green energy in edicts that 00:18:26.858 --> 00:18:33.059 are really quite unrealistic.
