Requiring the Commission 00:05:14.600 --> 00:05:17.540 to consider the potential extension of power plant 00:05:17.548 --> 00:05:22.410 operations at the PG&E owned and operated the Diablo Canyon 00:05:22.420 --> 00:05:27.329 Nuclear Power Plant. The Diablo Canyon Units 1 and 2 00:05:27.588 --> 00:05:30.970 are currently licensed by the U.S. Nuclear Regulatory 00:05:30.980 --> 00:05:36.949 Commission or NRC. There's really only one piece of information 00:10:13.489 --> 00:10:18.158 that is crucially important. And that is uh from Daniel 00:10:18.168 --> 00:10:24.969 Camber, uh an IPCC uh Coordinating Author since 1999. And 00:10:24.979 --> 00:10:29.139 also a Professor of Nuclear Engineering at the revered 00:10:29.149 --> 00:10:34.710 Berkeley, uh UC Berkeley. So he debated uh, with Steven 00:10:34.719 --> 00:10:39.509 Chu uh back in 2016. When the original decision by PG&E 00:10:39.519 --> 00:10:45.139 to close the Canyon was made. And uh, he won 00:10:45.149 --> 00:10:49.479 that debate and his main argument was that batteries 00:10:49.489 --> 00:10:53.450 not nuclear were the way of the future. To bet on those. 00:10:53.614 --> 00:10:57.854 And history has demonstrated him right. That we now 00:10:57.864 --> 00:11:03.384 have more than 5 gigawatt hours. Uh, sorry. Five gigawatt 00:11:03.394 --> 00:11:06.913 of battery capacity. That's 20 gigawatt hours since 00:11:06.923 --> 00:11:10.543 they're four hour rated batteries available on uh, the 00:11:10.553 --> 00:11:15.413 grid. And they are actually what are responsible for 00:11:15.423 --> 00:11:19.894 keeping that grid up during last September's uh, major 00:11:19.904 --> 00:11:24.779 heat wave. Uh, it particularly affected my area. Because 00:11:24.969 --> 00:11:30.058 uh, the power line that was importing went down. Uh, 00:11:30.070 --> 00:11:34.158 and yet, you know, Diablo could not provide any of 00:11:34.168 --> 00:11:38.080 that sort of back up. The rest of the grid did not 00:11:38.090 --> 00:11:41.769 go down because of the batteries that were available 00:11:41.779 --> 00:11:46.129 for the rest of the lines. But uh, Diablo was of no 00:11:46.139 --> 00:11:50.538 import for the resilience to my community and yet it 00:11:50.548 --> 00:11:53.639 did protect the rest of the state. There were no other 00:11:53.649 --> 00:11:58.479 blackouts due to that massive loss of uh, power available 00:11:58.489 --> 00:12:02.109 to be imported. We still had enough in storage to cover 00:12:02.119 --> 00:12:07.259 our state. Now, uh I also wanted to say that that battery 00:12:07.269 --> 00:12:10.750 capacity is growing, right? Not only does it provide 00:12:10.918 --> 00:12:15.109 two times the amount of resilience that Diablo would. 00:12:15.320 --> 00:12:19.940 Uh the, uh a number of gigawatt hours during that four 00:12:19.950 --> 00:12:24.940 hour afternoon period, uh at Diablo. Uh, the battery capacity 00:12:24.950 --> 00:12:27.779 is set to almost double even by the end of the year, 00:12:28.340 --> 00:12:37.509 and be uh up to 130 gigawatt hours by 2030. So this 00:12:37.519 --> 00:12:40.918 really is the way of the future. We are making investments 00:12:40.950 --> 00:12:46.538 in new technology, not legacy monoliths. And this will 00:12:46.548 --> 00:12:50.700 help our clean energy transition. Uh, I wanted to compare 00:12:50.710 --> 00:12:55.239 that uh, rooftop solar and grid scale solar are about 00:12:55.250 --> 00:12:59.509 equivalent. The plant provides 00:14:20.779 --> 00:14:25.058 critical head of household jobs countywide. Additionally, 00:14:25.070 --> 00:14:28.158 and more broadly importantly to Californians on the 00:14:28.168 --> 00:14:32.190 whole. Diablo provides critical energy necessary to 00:14:32.200 --> 00:14:34.798 support our grid as we face climate change and the 00:14:34.808 --> 00:14:38.389 electrification of our fleet of cars statewide. We 00:14:38.399 --> 00:14:41.090 simply don't have the clean electrical resources needed 00:14:41.099 --> 00:14:44.548 to attack climate change and transition away from nuclear 00:14:44.558 --> 00:14:47.830 power with the urgency necessary to make immediate 00:14:47.840 --> 00:14:51.428 and widespread effect. Uh, Diablo Canyon is 00:15:50.418 --> 00:15:52.879 an important source of emissions free, dependable 00:15:52.889 --> 00:15:55.619 energy for the entire state of California. Batteries are a much better resource 00:16:37.558 --> 00:16:40.678 for improving grid reliability. Because batteries can 00:16:40.690 --> 00:16:43.479 adjust instantly in response to the grid conditions, 00:16:44.330 --> 00:16:48.899 and the nuclear plants cannot do that. Since August 2020, 00:16:48.908 --> 00:16:52.058 at least 5000 megawatts of new large scale batteries 00:16:52.070 --> 00:16:55.940 have come online. That's more than twice the peak power 00:16:55.950 --> 00:16:59.960 capacity of Diablo Canyon Nuclear Plant. These batteries 00:16:59.969 --> 00:17:03.210 already address grid reliability better than Diablo 00:17:03.219 --> 00:17:07.049 Canyon ever can and more batteries are coming every 00:17:07.059 --> 00:17:11.019 day. So please shut down the nuclear plant. Take heed 00:17:11.029 --> 00:17:14.640 of the lessons of Three Mile Island, Chernobyl, Fukushima 00:17:14.650 --> 00:17:18.390 and others. Nuclear energy is unsafe. It's especially 00:17:18.400 --> 00:17:23.130 unsafe near an earthquake fault. And in this case, it's 00:17:23.140 --> 00:17:26.029 in the, in the it's especially unsafe in the hands 00:17:26.039 --> 00:17:29.769 of PG&E.
