But before I comment on 00:10:09.139 --> 00:10:11.700 our general rate case, I want to acknowledge it is 00:10:11.700 --> 00:10:14.720 a very difficult time for us to discuss this request. 00:10:14.730 --> 00:10:17.940 Because many of our customers are facing high bills 00:10:17.950 --> 00:10:22.450 due to unprecedented natural gas commodity prices over 00:10:22.450 --> 00:10:26.529 the past few months. Utilities like SDG&E buy natural 00:10:26.529 --> 00:10:30.529 gas from producers around the country. We pay market 00:10:30.529 --> 00:10:34.720 rates for that gas and pass those costs on to customers 00:10:34.730 --> 00:10:39.580 with no profit. Fortunately, market prices for natural 00:10:39.580 --> 00:10:42.769 gas have dropped for the 2nd month in a row. And 00:10:42.779 --> 00:10:45.750 future bills are expected to be more in line with what 00:10:45.750 --> 00:10:50.049 customers experienced last year. Nonetheless, we know 00:10:50.059 --> 00:10:53.250 that for many of our customers, they're still struggling 00:10:53.259 --> 00:10:57.549 to pay their recent bills. To support them, SDG&E 00:10:57.549 --> 00:11:00.500 recently announced a $16 million dollar charitable 00:11:00.500 --> 00:11:03.320 commitment to provide relief for customers and community 00:11:03.320 --> 00:11:07.580 assistance programs. I want to point out that the outcome 00:11:07.580 --> 00:11:10.470 of this rate request will have no impact on customer 00:11:10.470 --> 00:11:14.799 bills this year. An increase about $450 million 00:13:17.649 --> 00:13:22.700 over their expected 2023 revenue requirements. This 00:13:22.700 --> 00:13:27.870 amount is over an 18% increase. If approved a typical 00:13:27.870 --> 00:13:31.360 SDG&E residential customer will see approximately 00:13:31.360 --> 00:13:36.559 a bill increase of $9. And for gas customers approximately 00:13:36.559 --> 00:13:41.779 a monthly bill increase of $9.57, as compared to expected 00:13:41.779 --> 00:13:47.710 rates in 2023. In this proceeding, the Commission decides 00:13:47.710 --> 00:13:52.799 whether the rate increase requested by SDG&E is 00:13:52.809 --> 00:13:57.960 just unreasonable. Now more than ever, this just 00:13:57.960 --> 00:14:02.059 reasonable standard must fully embrace and encapsulate 00:14:02.070 --> 00:14:06.330 the affordability of the proposed rate hikes. Over the 00:14:06.330 --> 00:14:09.600 last month or so, we have seen SDG&E gas bills 00:14:09.610 --> 00:14:15.019 skyrocket, and surge, and spike. Simply put, the increase 00:14:15.019 --> 00:14:19.570 was unjust and unreasonable. During this period, UCAN 00:14:19.570 --> 00:14:22.870 has heard daily from its members. They have been 00:14:22.870 --> 00:14:26.009 shocked at how much the bills have dumped. They face 00:14:26.009 --> 00:14:29.509 incredibly difficult choices, particularly their senior 00:14:29.509 --> 00:14:34.570 citizens on fixed income, while living paycheck to paycheck. 00:14:34.899 --> 00:14:38.840 How do they pay energy bills? How do they pay rent 00:14:38.850 --> 00:14:43.529 or even medical prescription? And for some unfortunately 00:14:43.539 --> 00:14:48.070 it is even a choice of whether to heat or eat. For 00:14:48.070 --> 00:14:51.590 San Diegans, SDG&E needs proposed rate increase comes 00:14:51.590 --> 00:14:55.110 in the wake of this unprecedented spike in the natural 00:14:55.110 --> 00:14:58.740 gas prices. We should note however, that there are 00:14:58.750 --> 00:15:01.929 agencies including the, at the federal level. That are 00:15:01.929 --> 00:15:06.129 investigating whether in fact this was unnatural, there 00:15:06.129 --> 00:15:10.750 are answers still to come. But it is also coming on 00:15:10.759 --> 00:15:14.220 the heels of SDG&Es investors again announcing 00:15:14.220 --> 00:15:18.570 another year of incredibly high profits. Semper Energy 00:15:18.580 --> 00:15:24.190 just announcing a $2.9 billion in 2022. A number up 00:15:24.200 --> 00:15:29.700 from $2.6 billion they reported in for 2021. And SDG&E 00:15:29.700 --> 00:15:34.580 itself, earned $915 million this past year, up 00:15:34.580 --> 00:15:40.350 $96 million from 2021.
