It 00:02:03.959 --> 00:02:06.980 was clear to me and to our Staff. That Santa Nella residents 00:02:06.980 --> 00:02:10.330 are close knit, active and very involved with issues 00:02:10.330 --> 00:02:13.460 that affect the community. We heard a lot of very good 00:02:13.460 --> 00:02:16.860 questions and attendees spoke about some of the most 00:02:16.870 --> 00:02:21.080 important issues related to this case. This proceeding 00:02:21.080 --> 00:02:25.050 is about deciding what energy options should be selected 00:02:25.050 --> 00:02:28.169 for the future. And you asked all of the most relevant 00:02:28.169 --> 00:02:32.680 questions. Questions like, how will each option affect 00:02:32.680 --> 00:02:37.210 our bills? Which will be the most reliable? Who will 00:02:37.210 --> 00:02:40.229 ensure that our service won't be affected while the 00:02:40.229 --> 00:02:43.430 selected option is being built? Are you really going 00:02:43.430 --> 00:02:48.139 to replace our appliances for free? Why are you encouraging 00:02:48.139 --> 00:02:51.560 electrification, while at the same time telling us via 00:02:51.560 --> 00:02:55.680 flex alerts to use less electricity? How are you really 00:02:55.680 --> 00:02:58.879 considering our input at the end of the day? Who's choice 00:02:58.889 --> 00:03:03.009 is this really? One of which accompanied us for 00:05:15.000 --> 00:05:18.550 almost our entire visit. 00:05:18.550 --> 00:05:22.259 PG&E Staff who work on our other existing programs. The 00:05:22.259 --> 00:05:26.019 Mobile Home Park Conversion Program and the San Joaquin 00:05:26.019 --> 00:05:30.170 Valley Affordable Energy Pilot Program. Pointed out 00:05:30.170 --> 00:05:33.269 a lot of small and large issues that are different 00:05:33.279 --> 00:05:36.009 from the modern standard. SNME is a 00:09:30.110 --> 00:09:33.590 private corporation that owns the underground gas pipeline 00:09:33.600 --> 00:09:37.019 and customer meters. That serve sub metered gas to all 00:09:37.029 --> 00:09:42.779 280 lots in the affected subdivision, on which 270 manufactured 00:09:42.779 --> 00:09:47.340 homes are located. In addition to 10 vacant lots. Currently 00:09:47.340 --> 00:09:50.029 47 of the manufactured homes belong to a mobile home 00:09:50.029 --> 00:09:53.620 park. While the remaining 233 parcels are individually 00:09:53.620 --> 00:09:58.139 owned SNME received gas from PG&E, from a 00:09:58.139 --> 00:10:01.460 gas from a PG&E master meter. Located in the center 00:10:01.460 --> 00:10:04.230 of the subdivision, in the area that is not part of 00:10:04.230 --> 00:10:07.429 the officially registered mobile home park lot. 00:10:07.429 --> 00:10:10.289 SNME believes that most community members typically 00:10:10.289 --> 00:10:13.470 use gas as opposed to electric, electricity for cooking, 00:10:13.480 --> 00:10:21.000 water heating, space heating and clothes drying. 00:10:21.000 --> 00:10:25.419 On May 19, 2022, SNME incorporated, which provides 00:10:25.429 --> 00:10:28.289 sub metered natural gas service to the lots. Informed 00:10:28.289 --> 00:10:32.159 the CPUC and PG&E, that SNME will need to transition 00:10:32.169 --> 00:10:36.100 operations to another operator. The CPUC opened this 00:10:36.100 --> 00:10:38.799 proceeding to explore safe and reliable energy options 00:10:38.809 --> 00:10:41.350 for the Santa Nella residents. Who may lose gas service 00:10:41.360 --> 00:10:45.080 necessary for heating and cooking. Santa Nella falls within 00:10:45.080 --> 00:10:51.519 census tract, 604-700-2100 and is designated as a disadvantaged 00:10:51.519 --> 00:10:54.870 community. In the 85th percentile under Kallen virus 00:10:54.870 --> 00:10:57.669 screen 4.0. More than half of all homes in 00:10:57.669 --> 00:11:00.519 the subdivision, currently participate in either California 00:11:00.519 --> 00:11:03.740 Alternative Rates for Energy, a family electric rate assistance 00:11:03.740 --> 00:11:07.200 programs. The more may qualify who are unaware of their 00:11:07.200 --> 00:11:12.090 eligibility. Uh the first two points, install 00:12:19.360 --> 00:12:22.039 new main gas pipelines and install new distribution 00:12:22.039 --> 00:12:26.509 gas lines to the home. Uh, this really, um, means that 00:12:26.509 --> 00:12:30.120 during construction, we'll be laying pipeline in the 00:12:30.120 --> 00:12:32.269 middle of the road. And then from the middle of the 00:12:32.269 --> 00:12:35.519 road we're going to, we're going to lay more pipe from 00:12:35.519 --> 00:12:40.000 the main line to um, to serve your homes. So when this 00:12:40.000 --> 00:12:42.590 is all said and done, this will not be visible to the 00:12:42.590 --> 00:12:47.299 community. And this will be underground around 36-48" 00:12:47.299 --> 00:12:49.720 and maybe more. 00:12:49.720 --> 00:12:52.110 The third point is all new gas meter at the home. Um, in that same trench that I mentioned 00:14:07.320 --> 00:14:10.899 in Option 1. We'll be laying the pipelines um, and 00:14:10.899 --> 00:14:13.700 electric conduit, and the new electric conduit and cable 00:14:13.700 --> 00:14:18.769 and the same trench. Going on my fourth point, install 00:14:53.919 --> 00:14:56.720 new gas plumbing and new electrical wiring to exterior 00:14:56.720 --> 00:14:59.820 junction from new meters to exterior of home.
